November 2020 Minutes
A virtual meeting of East Keal Parish Council was held on 18th November 2020 at 7pm.
Public Forum. It was brought to Cllrs attention that LCC still have some work to do on Hall Corner. After the recent flooding when the drains were pumped out it
was stated that they were due to come back to clean out the ditch. This has still not been done. Cllr Aron stated if these issues were reported to him he will
chase them up on our behalf.
In addition the occupants of Poppy Bank are writing to LCC regarding this issue.
Chevron sign on Hall Corner. This still has not been repaired although workmen were seen investigating the problem. Again Cllr Aron offered to chase this up.
Welcome. Cllr Smith welcomed everyone to the meeting.
Present. Cllr G Smith, Cllr G Boxer, Cllr L Kemp, Cllr A-M Thornley and Clerk to the Council, Mrs E Martin. Also attending were Cllr Aron, Cllr Swanson and
one member of the public.
1. Apologies
i These were received from Mr E Sweeney.
ii Cllr Smith introduce Hannah McKinlay who is hoping to join the Council. It is proposed that she be co-opted at the next meeting.
2. Notes of the Parish Council Meeting held on 16th September 2020 to be approved as the minutes.
It was resolved that the notes be accepted as minutes of the meeting. All agreed and the minutes were then signed.
3. Declaration of interest. None given.
4. Reports from representatives on outside bodies.
a County Councillor.
i LCC are trying to ensure the majority of vital services are running throughout lockdown.
ii Schools remain open to allow children to continue with their education during lockdown, and our Public Health Team continue to support schools that have
had confirmed cases.
iii LCC website is being kept up to date with all the latest information at www.lincolnshire.gov.uk.
iv All core libraries and a number of community hubs will be open – but only for the collection of reserved books and for residents to use pre-booked public

Registration Offices are still open for birth registrations – residents should contact the CSC on 01522 782244. Registrations of deaths will continue.
v Lincoln Castle's grounds will be open daily from 10am - 4pm seven days a week as a green space for exercise and wellbeing.
vi Household Waste Recycling Centre's across the County will be open as usual, but residents must book a timeslot at www.lincolnshire.gov.uk/clickandtip or
vii Call Connect Services will continue to operate for essential journeys – call www.visitlincsbus.info or 0345 234 3344, and school transport is running as
usual.
viii Lincolnshire Fire and Rescue continue to support Lincolnshire businesses with fire safety advice and support, and are still carrying out Safe & Well
home visits for those who need it most www.lincolnshire.gov.uk/lfrLCC firefighters will again be supporting EMAS colleagues, by driving ambulances etc

x Highway crews are still out repairing and improving the roads across Lincolnshire as usual. Please continue to report any concerns online at www.lincolnshire.gov.uk/faultreporting. xi Business Lincolnshire is still on hand to provide the latest advice for county businesses at www.businesslincolnshire.com
xii The LCC COVID support helpline can help those who are not able to leave their home, and also takes business enquiries – call 01522 782189.

b District Councillor.
i The town plan bid for Mablethorpe and Skegness has been submitted to the government.
ii The stratgic alliance between ELDC and Boston Borough is now up and running.
iii A recent briefing by Cllr Leyland reminded everyone to be extra careful to avoid catching the corona virus. ELDC is actively involved with the Resiliance Forum. The Wellbeing Service is open seven days a week.
iv Business grants are available. Information on ELDC website.
v. Funding is available if a worker is told to self isolate and this means they will loose their income. Information available at ELDC Welfare & Benefits.
vi Anyone who feels that they are extremely vunerable and are shielding can get support if they register at ELDC.
c. Neighbourhood Watch.
Cllr Boxer has now signed on to this alert system.
i He reminded residents that we should all be encouraged to look after our neighbours.
ii At present there are a lot of cyber and online crimes. Do be aware of scams. He reminded everyone to change their passwords frequently.
d. Village Hall Committee.
i At a recent meeting it was stated that the finances were all in order.
ii A grant of £10,000 has been received.
iii A gardener is being employed to keep the grounds tidy.
iv It has been proposed that the name of the Hall be changed.
e. P.C.C.
i The pews at the back of the Church have now been removed and the floor replaced.
ii At present there are no services but the Church is open daily for private prayer.
f WI. No Report.
g Workforce.
i Litter Pick. Many thanks to Cllr Thornley for organising this. It is hoped to hold these events on a regular basis. It was suggested that if one was
organised at a weekend other residents could help.
ii Notice Boards. A quote of £250 has been received for repainting the notice boards but after a discussion it was felt that the best option would be to
replace them. This could be either all at once or perhaps one a year. Cllr Swanson offered a grant of £250.00 towards a replacement. It was agreed that
sizes and costings be brought to the next meeting for a decision to be made.
5. Planning. Mr & Mrs Pearson, extension to dwelling. We have received notification of no objections from ELDC.
6. Finance.
a. Reemburse A-M Thornley £51.35 for items for litter pick. 8 x hi-vis vests, gloves and litter pick tools. Proposed by Cllr Kemp & seconded by Cllr Boxer.
b. Ink for printer. £5.71 to reemburse Mrs E Martin. Proposed by Cllr Thornley & seconded by Cllr Kemp.
c. Financial Report and Bank Reconciliation as at 10.11.20. Acceptance of these reports was proposed by Cllr Boxer and seconded by Cllr Thornley.
d. Interim Internal Report completed by Mrs D Keal. This document has been received and thanks were expressed to Mrs Keal for undetaking this for the Council.
e. Acknowledgement of new Lloyds Bank Signatories of Cllr G Boxer & Cllr A-M Thornley.
f. Proposed Budget for 2021-22 and precept information. Acceptance of this document was proposed by Cllr Kemp and seconded by Cllr Boxer.
7. Update on four year plan.
Several items have already been dealt with. It was agreed that Cllrs meet to draw up a schedule of what has been done and what is left to achieve, to present
to the January meeting.
8. Update Council Policy for Data Protection and Information Security Policy.
It was recommended that no changes be made to this document. It wa stressed that Brexit might have implications on data protection and so it was agreed to review
it again in a year.
9. Newsletter.
i A flyer and a copy of the Remembrance service was circulated to every house in the village so it was felt a newsletter was inappropriate.
ii Concerns were expressed about some inaccuracies noted in the recent 'Parish Magazine'. It was felt it reflected badly on the Council as it is called a
Parish Magazine. It was stressed that this is a private concern but a discussion was needed to be had with the editor.
10. Welcome Booklet. At present we have no new residents.
11. Correspondence.
a. Letter from A Hawkes. This was shared with the meeting. It was stated that this is not a Parish Council issue but should be reported to the Police if he
felt it necessary.
b. Mud on Fen Lane. This had been reported to the Council and on two occasions the road has been cleared. Cllr Swanson suggested we contact ELDC to get the road
swept as there is a lot of grit in the middle of the lane.
12. Any other matters for discussion only or for the next Agenda.
i The Planning Application S204/02071/20. Comments of no objection have been submitted to ELDC.
