Minutes of East Keal Annual Council Meeting – 3rd Sept
Held at Keal’s Village Hall at 7pm
Present
Cllr Mahoney (Chair), Cllrs Cooper, Smith & Wrisdale and 6 members of the public plus Pauline Murray (Parish Clerk & RFO)
Public Forum
a) Manor Farm. The occupants of Manor Farm attended the meeting to explain how they have been disadvantaged by the Planning Application for the Poultry Units using their property to sign post the application. The Parish Council have duplicated this address in error
and will be issuing an apology.
b) Evergreen Railway. The owners of Evergreens Miniature Railway were also
present to explain their planning application has been amended to 40 open days
as opposed to 365 open days which was an error in the original application.
0125. Apologies for Absence – County Cllr Roberts.
0126. The minutes of the AGM council meeting held on 02/07/26 were approved and
will be signed by the Chair at the next meeting.
0127. Declaration of Interest (if any) – none
0128. Reports from representatives on outside bodies:-
a) County Councillor Roberts had sent an email which had been circulated. No new matters to report.
b) District Councillor continues to send regular updates which are circulated.

The above were noted
Plus £2k in Santander which needs to be transferred to Unity Trust.
The Chairman agreed to contact Lyne Kemp believed to be a signatory on that account and try to resolve the matter.
0130. Update on Painting Benches & further Handyman work
The benches allocated on this year’s maintenance programme have all been painted by Alan Samuels who has done a great job. The councillors would like to thank Cllr Wrisdale for his donation to this project. Further benches and other works will be assessed on a three year cycle.
0131. Memorial cleaning
The meeting discussed the merits of cleaning the memorial in light of the War
Memorial Commission’s advice. The memorial does need to be cleansed gently
as they are made of sandstone. Lincolnshire County Council have offered a grant
of £8k but unfortunately we have to forego this but look again at a smaller scheme.
0132. Clerks report & correspondence
a) Training. The Clerk explained that she’d finished all the modules on her CiLCAtraining but that she needed to revise some of them before the end of October.
b) Catchwater Drain A resident had written concerning Catchwater Drain which hadn’t had the reeds taken out of the bottom of the drain. The Chair is going to follow up.
0133. Planning:-
a) 00805/26/FUL Land East of A16, Main Road Keal Cotes – 6 No. poultry units
This application is still progressing and is to be decided on 23rd September. It was noted that the Toynton Application for a similar development had been passed at the recent ELDC Planning Meeting.
b) PL/0016/26 – Redevelopment of brownfield site to install an anaerobic digestion plant, land at Glebe Farm, Fen Road, East Keal – no update.
0134. Village Green Plan
A second bench is to be made by a resident. The walker’s sign is to be moved back
and the benches are to be put at right angles and the bike rack is to be installed.
A resident has requested to install another bench in memory of his wife – the location
has not yet been agreed.
0135. Matters arising or for next meeting
• Precept
• Hall Corner Notice board (Two members of the public agreed to look this and refurbish the interior as necessary).
• Grant re Memorial
• Bypass. It was noted that a resident had started a petition for a village bypass. As this was not the subject of a formal Planning Application the council were unable to consider it at the moment. However, Councillors were concerned about the anxiety and disruption this has caused to local businesses and residents.
