Potholes, drainage and other. Highways Inspection 13th Feb

East Keal Parish Council continue to raise many concerns about the state of the roads and drainage with the Local Authorities and record the progress on the EKPC Website.

To further assist, East Keal Parish Councillors Graham Pearson and Dennis Cooper have completed a walk round the village on 13th Feb with the County Councillor William Gray and a Lincolnshire Highways Inspector Leila Hardy.  An update is available below:

Housing development access.

Concerns about the access by lorries to the new build at Blacksmiths Lane.

Highways say this is for the ELDC planning dept to decide, however state that under no circumstances can vehicles safely or legally go through the no entry signs from the direction of the A16 into Blacksmiths Lane.

Speeding and aggressive driving. Concerns from several residents over vehicles not giving room to pedestrians, driving at them to make them move, driving too fast, and driving the wrong way along the one way system.

Residents suggestions include 20mph speed limit, road narrows ahead signs at pinch points.


 

Ongoing EKPC discussion with Highways and County Council.

Walkabout group experienced the difficulty as pedestrians with oncoming traffic. However a 20mph limit not currently available.

Fen Lane

Blocked drain reoccurring over several years. Road gets completely covered in water and freezes in winter.  Has caused problems for pedestrians and cyclists. Highways and residents have cleared the drain several times but it keeps re occurring.

Ongoing water run off on the highway issues.  Verge collapsing.  Has previously had extensive work involving a road closure to repair drainage and for Anglian Water to repair their pipes.

Both Highways and Anglian Water have both investigated and declared it a spring.  They will monitor in the summer as if dry weather the water will stop if a spring and continue if a leak.

Highways happy for installation after they confirm if concrete platform owned by Electric Company or reverted back to Highways. Not to drill through concrete as may still be electric cables underneath.

Ongoing issue with water flowing from the driveway and along the road.  Highways have been investigating the cause.

Highways say it is a spring.  There is not a suitable drain nearby so water runs along road. Too expensive to install new drainage.

Highways and County Councillor have asked Cllr Dennis Cooper to liaise with housefolder for photos showing the flooding so they can assess if preventative works are possible

General poor state of road surface.  Highways have previously updated this will be re surfaced in 2025.

Highways looking at 2027/8 budget or beyond as currently road surface is still usable.  No potholes exceeding 40mm depth. Residents to report new potholes or further deterioration via Fix My Street.

Church Lane footpath to Fen Lane known as Barrow Holt.

Footpath needs clearing of debris and overhanging bushes.

Raised at EKPC meeting with Cllr Gray.

Ongoing EKPC discussion with Highways and County Council. Highways will arrange a clear up then suggests EKPC Village Volunteers then deal with any early growth before it becomes established

A16 junction of The Switchback

Re occurring flood issues blocking the road. Numerous potholes. Highways have previously repaired potholes and cleared drains but problems of flooding and potholes re occur.

Also adjacent landowner has a drainage channel dug into the field discharging onto the road.

Drains are clear. Residents to report silt running off adjacent fields as and when it occurs. Highways are in discussion with landowner as to installation of an Attenuation Pond to hold back water run off.  However Highways cannot enforce installation and can only ask for the landowners help.

A16 Hall Corner Bus stop

Tree branches that snapped off in recent storms need removing before they fall onto the highway.

Highways have previously attended and spoken with the landowner to remove them.

Footpath needs clearing on opposite side to a width suitable for mobility scooters.

Highways say that the remainder of the branches are the householders responsibility and they suggest the EKPC Clerk write to them

Significant cost to clearing one drain as a road closure will be required. Water runs to the next drain and away so is currently managed.

Keal Hill

Investigation into reduction of the 50mph limit to 40mph throughout the bend by Marden Hill.  Ongoing investigation by Highways.

Ongoing EKPC discussion with Highways and County Council.

Investigation being conducted by Highways and County Cllr William Gray will update the Clerk when a decision is made.
